- 2 + #3 it's how the bootstrap template was coded, it shows the "Login to comment or register here" even if you enable the anonymous commenting. So I assumed that's also the code for his custom template.

It can be removed by editing the story_center.tpl

- 2 + Set your "Votes To Publish" to a very high number, let's say 10000. This way, all your stories will not become Published and will only remains in the New page. Then make the New page as the Discussion page.

First, do the modification I posted above.

Then, above the:

add again:

Next, add this in your pligg.tpl:
