Installing pligg in the root directory is the same as how you installed it in your sub folder. Minus the subfolder.
change $my_base_url on settings.php
$my_base_url = 'http://highprsocialbookmark.com/cms';
Now my problem is solved. Thanks to jhawkin you helped me a lot. I communicated with my hosting provider according to your suggestions and they solved my problem. you are right jhawkin, there was a problem in htaccess file. Thanks to all guys.

And the answer is most likely htaccess for both questions. You can use a 301 Redirect to fix the second question once you get the first problem fixed!!!
