There are way too many local news categories. If you want to provide local news I think that's all your site should do, not tackle every location and in addition more general topics like Videos, Movies, Weird and World. I would probably slim it down to "Regional News" and cover regions of the United States rather than listing states and cities. Users could always use tags to manage relationships between stories, for example you could encourage users to use location tags like city names. By using tags you still give users an easy way to access these regional stories without making them dig through 50+ categories.
