Pligg Customization and Design

Hi,
We need a developer / designer who can modify our pligg site to look and work like http://dealigg.com/ but with social networking feature like photo profile, contact, send sms, reply to the user.
The site will be in Spanish and Portuguese and we will provide the translation txt.
Admin side, I would need a way to include new stores, and a way to enable users to suggest new stores to be added.
Once the job is completed we will discuss the possibility to have a maintainance contract.
