Pligg + Forum Integration

I am in need of someone to work on integrating pligg with vbulletin. About a year ago I had someone work coding both a custom pligg skin and vbulletin skin, and then bridge the two together. However, the coder never completely finished the job, and the bridge does not work. I don't really have any knowledge of php or pligg/vb development, so its difficult for me to say how much of this is done and what needs to be fixed.
I need someone who will be able to go in and figure out what is wrong with the current system and then get everything running properly. There are also several other smaller issues I have with both the pligg and vb skin coding, so I need those fixed as well.
Get back to me with a quote on what you think it will cost to go in and configure the pligg/vb integration and then we can figure out the other issues after that is set up properly. If you aren't comfortable sending a quote just yet, just let me know your hourly rate and what experience you have with pligg and php.
