Pligg Upgrade as well as basic customization

Hello,
Was not in touch with pligg from long, last time had done lots of customization, modification etc.. myself in pligg 9.9.0 . This time I want it to be done by some experienced person so that I don't have to invest time here, rather I want to put some money.
Here is basic list what I want :
1. Upgrade from 9.9.0 to Latest ie. Pligg 1.0
2. After upgrade choose a theme which is not very common yet appealing, fluid width theme is preferred and do little customization.
3. Make sure everything is working fine including REMOTE SUBMISSION, CHICKLET etc..
4. Lastly, implement latest and working measures to fight SPAMBOTS on pligg. (I know, new pligg is good in it) as well as make sure site is good on server.
Kingly give me your quote, payment method will be PAYPAL only.
Ofcourse I will need to knw about your previous work and please only contact if you are confident enough, I need someone who is good at it.
Doing this will not take a lot time if you are experienced and if you know what you are doing.
The site is offline now a days, I will give you database backup and site backup to work upon or will simply upload site for you to work upon.
