should i follow this guide to localize Pligg 1.0.0 RC1 ???

\modules\messaging\lang.conf

\modules\send_announcement\lang.conf
\modules\sidebar_stats\lang.conf

i downloaded 1.0.0 RC1 and i see a folder contain 
/languages/lang_english.conf this extra file . now which 1 i should localize
\libs\lang.conf or /languages/lang_english.conf with those following lang.conf files.

so i need a guide for localizing 1.0.0 RC1 and how do i make this language pack work. plz give me some idea....
